মুসলিম সমাজ থেকে তিন তালাকের মতো কুপ্রথার অবলুপ্তি ঘটাতে উদ্যোগ নিয়েছে মোদি সরকার। আর এবার যেসব মুসলিম মহিলারা স্নাতক স্তর পর্যন্ত পড়াশোনা করেছেন, সেইসব মহিলাদের বিয়েতে আর্থিক সাহায্য করার সিদ্ধান্ত নিল কেন্দ্রীয় সংখ্যালঘু উন্নয়ন মন্ত্রক। ‘শাদি শগুন’ প্রকল্পে মুসলিম সম্প্রদায়ের স্নাতক মহিলাদের বিয়েতে উপহার হিসেবে ৫১ হাজার টাকা দেবে কেন্দ্রীয় সরকার। খুব তাড়াতাড়ি এই প্রকল্পের সম্পর্কে বিস্তারিত তথ্য জানানোর জন্য একটি ওয়েবসাইটও চালু করা হবে।
মুসলিম সমাজে তালাক শব্দটি তিনবার উচ্চারণ করেই স্ত্রীর সঙ্গে যাবতীয় সম্পর্ক ছিন্ন রেওয়াজ আছে। এই প্রথাটি তিন তালাক নামে পরিচিত। এই তিন তালাক প্রথার অবলুপ্তি ঘটাতে উদ্যোগ নিয়েছে মোদি সরকার। বিষয়টি এখন সুপ্রিম কোর্টের বিচারাধীন। কিন্তু, শুধু তিন তালাক প্রথার অবলুপ্তিই নয়, মুসলিম মহিলাদের মধ্যে শিক্ষার প্রসারও ঘটাতে চাইছে মেদি সরকার। আর সেই লক্ষ্যেই মুসলিম মহিলাদের জন্য ‘শাদি শগুন’ নামে একটি প্রকল্প চালু করার সিদ্ধান্ত নিয়েছে কেন্দ্রীয় সংখ্যালঘু উন্নয়ন মন্ত্রক। এই প্রকল্পে মুসলিম মহিলাদের বিয়ের সময়ে উপহার হিসেবে ৫১ হাজার টাকা দেওয়া হবে। তবে শর্ত একটাই, যিনি বিয়ে করছেন, তাঁকে স্নাতক হতে হবে। কেন্দ্রীয় সংখ্যালঘু উন্নয়ন মন্ত্রকের অধীনস্থ মৌলানা আজাদ এডুকেশন ফাউন্ডেশন নামে একটি সংস্থাকে এই প্রকল্পটি রূপায়ণের দায়িত্ব দেওয়া হয়েছে। বস্তুত, সম্প্রতি সংস্থার আধিকারিকদের সঙ্গে বৈঠক করেন কেন্দ্রীয় সংখ্যালঘু উন্নয়ন মন্ত্রী মুখতার আব্বাস নকভি। সেই বৈঠকে মুসলিম মহিলাদের আর্থিক অনুদান দেওয়া বিষয়ে বেশ কয়েকটি গুরুত্বপূর্ণ সিদ্ধান্ত নেওয়া হয়। বৈঠকে ঠিক হয়েছে, নবম ও দশম শ্রেণিতে পাঠরতা মুসলিম কিশোরীদের ১০ হাজার টাকা করে আর্থিক অনুদান দেওয়া হবে। এখন শুধুমাত্র একাদশ ও দ্বাদশ শ্রেণিতে পড়ার সময়ে মুসলিম কিশোরীদের ১২ হাজার টাকা করে আর্থিক অনুদান দেয় কেন্দ্রীয় সংখ্যালঘু উন্নয়ন মন্ত্রক।
মৌলানা আজাদ এডুকেশন ফাউন্ডেশনের কোষাধ্যক্ষ শাকির হোসেন বলেন, ‘এখনও মুসলিম সমাজে একটি বড় অংশে মেয়েরা উচ্চশিক্ষা থেকে বঞ্চিত হয়। কারণটা মূলত আর্থিক। তাই মুসলিম সমাজেও মেয়েরা যাতে পড়াশোনায় উৎসাহ পায় এবং কমপক্ষে স্নাতক স্তর পর্যন্ত পড়াশোনা করতে পারে, তা নিশ্চিত করার জন্য বিয়ের সময়ে ৫১ হাজার টাকা করে আর্থিক সাহায্য করার সিদ্ধান্ত নেওয়া হয়েছে। এতে বাবা-মা বা অভিভাবকরাও কন্যাসন্তানের পড়াশোনার বিষয়ে যত্নবান হবেন।’ পাশাপাশি, এই প্রকল্প চালু করার জন্য প্রধানমন্ত্রী নরেন্দ্র মোদিরও প্রশংসা করেন তিনি।
